        The Honaker Elementary School’s vision is to provide a stimulating learning environment that is safe, caring, encouraging, and challenging.  The school, in partnership with the home and community, will strive to prepare each student to be a successful, educated, responsible, and contributing member of a changing society. 

Goals:

1.    Honaker Elementary will meet AYP and be fully accredited yearly.

2.   Honaker Elementary will provide a safe learning environment for all students, teachers, and staff.

3.   50% of all Stakeholders will be involved in all activities.

5.   Honaker Elementary faculty committee’s will update County Curriculum/Pacing Guides every other year.

 Standard 1:  Vision and Purpose
          The school communicates a vision, statement of beliefs, and mission that provide a focus for improving the performance of both the students and the school.
 

Honaker Elementary School has developed a vision, mission and statement of beliefs based on clearly defined expectations for student learning. In fulfillment of this standard the school used a collaborative process that engaged its stakeholders. First, each member of the committee was given a packet containing materials about the School Improvement Process, and data about our school.  The committee used guidelines set forth on pages 2-1 through 2-11 of the NSSE School Improvement booklet. Our next job was to clarify and establish the priorities of Honaker Elementary School. Using information from stakeholder surveys, and profile data our committee filled out the NSSE School Improvement
Survey.  The committee used the results from this inventory to revise the mission statement, and to add a Statement of Beliefs. This list was compiled and disseminated to stakeholders for their input.  Using the information from stakeholder input, our own research into best practices, and a report from the Committee for Reviewing/Reporting on Future Trends, the rough draft of the Mission Statement, and Statement of Beliefs for Honaker Elementary School was written. A copy was again disseminated to stakeholders for input. Using this input, the final draft of the Mission Statement, and Statement of Beliefs for Honaker Elementary School was written and adopted.

 

The Planning Team revisits the Mission Statement and Beliefs Statements of the school annually to make revisions and to align our beliefs with the districts beliefs. We use these beliefs to establish our purpose and to focus our stakeholders on improving student performance at Honaker Elementary School.  Our vision statement simply states that “Together We Make a Difference”. This reflects our collaborative effort to make a difference in the lives of the students we serve.  This vision statement has remained the same for several years and serves as the guiding principle at Honaker Elementary School.  We also believe our mission is to provide a stimulating learning environment that is safe, caring, encouraging, and challenging. The school in partnership with the home and community strives to prepare each student to be successful, educated, responsible, and a contributing member of society.  Our mission is communicated to the district, to the school, to the faculty, to the staff, to the students, to the parents, and to the community.  We believe that “Together We Can Make a Difference”.

Standard 2:  GOVERNANCE AND LEADERSHIP
 
          The school and governing board promote the capacity of stakeholders to improve student learning by providing appropriate leadership, governance, and organization.
 
 
         
Honaker Elementary School operates under a governing board, Russell County School Board that adopts policies and procedures that provide effective operation of the school.  In addition, Honaker Elementary School administration is able to implement policies and procedures of its own without interference from the board.  The Russell County Public School System’s Handbook is approved by the board each school year.  The handbook is revised each year due to policy changes, deletions, or new policies created due to new state and local laws.  Honaker Elementary School incorporates the policies mandated by the board in addition to those policies and procedures that are approved by the school administration to create Honaker Elementary School Student Conduct Code Handbook.  The handbook is used to incorporate an environment in which learning can take place and increase the instructional capacity of the students.
 
            The School Improvement Team at Honaker Elementary developed a vision, mission, and direction that focus on student learning.  The vision, mission, and direction of the school are stated simply, “Together We Make a Difference”.  The School Improvement Team is made up of several subgroups and a planning team, which consists of a leader from each subgroup who meet to discuss plans for improving the school and student learning.  Each team leader brings information from subgroup meetings to the planning team, where a wealth of information is shared and a plan developed to make a difference in student learning and the school environment.
 
            The curriculum at our school is enacted, supported, and assessed by the faculty and staff. Written pacing guides, weekly lesson plans with SOL stated, are followed and serve as a framework for teachers.  In addition, the faculty is on several committees such as: state level curriculum teams, county pacing guide alignment teams, textbook review committees, and others.
 
            The administration, faculty and staff are involved in decisions that affect the school.  These decisions are discussed and planned during faculty meeting and school improvement meetings. Also, the meetings allow outside resources to conduct workshops and trainings for faculty and staff that will assist in the process of improving student learning and challenging all students to excel. 

There is a written security and crisis management plan that provides training for staff and students.  A formal plan is kept in the office, and condensed version in the faculty/staff handbook.  Staff and students practice fire drills monthly, and emergency codes (code red and code blue) once a year. 

 
            Honaker Elementary School promotes student learning by providing leadership, governance and organization.  The leadership, faculty and staff communicate policy and procedures with one another and stakeholders through monthly meeting, student conduct code book (county and school), and memos.  Honaker Elementary and all stakeholders strive throughout the year that “Together We Make a Difference”.

Standard 3:  Teaching and Learning
 
          The school offers a research-based curriculum that supports best practices and clearly defines expectations for student learning.
 
            Honaker Elementary School offers a curriculum based on clearly defined expectations for student learning with a set of essential knowledge and skills in each of the content areas.  The curriculum is aligned with the Virginia Standards of Learning (SOLS) along with content from the SOL Curriculum Frameworks, SOL Blueprints and other Virginia Department of Education resources.  Honaker Elementary offers a curriculum that implements the Russell County Public School System’s written curriculum guides with listed supporting materials that reflect a commitment to equity, appreciates diversity, recognizes different ways of learning, and challenges all students to excel.
 
            With curriculum guides and support materials as a basis for implementing the curriculum, Honaker Elementary includes all students with a particular emphasis on improving student performance as the overall goal.  Focusing on the school mission, “Together We Make a Difference,” all “No Child Left Behind” subgroups are addressed throughout the curriculum along with the inclusion of special needs students and interdisciplinary and cross-curricular experiences, music and fine arts activities, and physical education.  All students are taught and tested at all levels with accommodations and modifications implemented when needed for individual student improvement for special needs students, gifted students, Title I students, summer school and after-school students (usually through the 21st Century Learning Grants), as well as students who just need individual tutoring or instruction in specific areas.  Written curriculum guides, support materials, lesson plans, hands-on manipulatives, focus field trips, and other content oriented activities provide a balanced curriculum that is based on knowledge of human growth and development along with sound learning principles.
 
            The curriculum at Honaker Elementary promotes active involvement of students in the learning process and includes opportunities to explore the application of higher order thinking skills and exploration of new approaches to apply learning.  Various activities and functions are planned throughout the year to encourage students to participate and become active learners such as individual classroom activities, school-wide (and often district-wide) Science Fairs, Spelling Bees, Forensics Competitions, Enrichment Celebrations (for gifted students and/or perfect attendance candidates, etc.) and content-focused Field Trips.
 
            The faculty and staff at Honaker Elementary (along with contacts from the Central Office Staff) gather, analyze, and use data and research in making curriculum choices.  Data is disaggregated by the administration, faculty and staff at the school level, grade/subject area level, classroom level, and for individual students to assess both the areas needing improvements and the areas of strength.  This data is used to develop plans for improved student learning with teachers often participating in professional development sessions for higher order thinking strategies; deeper alignment of the curriculum; and analyses of specific skills or strategies needed at grade levels, classroom levels, and/or individual student levels.
 
            Honaker Elementary School uses community resources that support and enhance the curriculum to provide opportunities for active involvement stakeholders.  The staff at Honaker Elementary communicates with stakeholders through school announcements, teacher newsletters, student handbooks, teacher handbooks, the district conduct code, and through local newspapers and radio stations.  Stakeholders such as Southwest Virginia Community College, Cumberland Mountain Community Services, Honaker Men and Women’s Clubs, local banks and libraries and other local agencies are actively involved at Honaker Elementary with such activities as guest speakers, tutoring services, monetary support, enrichment activities, collaborative teaching, as well as judges for academic and sports functions at the school.  Therefore, the curriculum at Honaker Elementary School promotes active involvement of all stakeholders and provides rich experiences throughout the year that demonstrates “Together We [Can] Make a Difference.”
 The school employs instructional strategies and provides services that facilitate learning for all students.

Honaker Elementary School aligns instruction with the school’s mission, expectations for student learning, and action plans ensuring that student performance is frequently assessed.  These results are used to improve instruction.  Using “Interactive Achievement,” student performance is assessed following the teaching of each Standard of Learning (SOL).  Results of these tests are carefully evaluated by the teacher, and these results are used to determine areas in which the student is weak and needs reinforcement and also areas of strength.  This data helps develop plans to improve student performance.

 
            Sufficient time is allocated for student learning, and a climate that is conductive to teaching and learning is sustained.  Honaker Elementary School promotes the active involvement of students in the learning process and ensures that they have opportunities to acquire higher order thinking skills and apply these skills and their learning in diverse ways.  A variety of instructional strategies, remediation, enrichment, and learning activities that accommodate diverse learning styles are employed.  Honaker Elementary offers an “After-School” program and a “Summer School” program which offer remediation and learning activities that accommodate diverse learning styles.  All students are taught and tested at all levels with accommodations and modifications implemented when needed for individual student improvement for special needs students, gifted students, and Title I students as well as students who just need individual tutoring or instruction in specific areas.  Honaker Elementary offers classes for special needs students, and full time aides are employed to work along with the classroom teacher with these students.
 
            Honaker Elementary provides instructional technology, materials and resources which enhance instruction and learning and support the Russell County Public School System’s Curriculum Pacing Guide, SOL Curriculum Framework, SOL Blueprints, and other Virginia Department of Education resources. 
 
            A school year of 180 days is provided during which students and teachers engage in teaching and learning activities.  A minimum of 25 hours of planned learning activities is provided each week.  Lesson plans, hands-on manipulatives, and other content oriented activities include remediation and learning activities that encourage all students to excel. 
 
            Honaker Elementary School’s administration, faculty, parents, and students, work together to guarantee the best possible education for all students.  “Together We Make a Difference” is definitely our mission.

STANDARD 4: Documenting and Using Results
 
          The school uses a comprehensive assessment system to monitor and evaluate student learning and to improve curriculum and instruction.
 
            Honaker Elementary School employs key indicators and performance expectations for student learning.  Virginia Standards of Learning (SOLS) have specific essential knowledge and skill requirements in each subject area at each grade level.  The Russell County Public School System and Honaker Elementary School used these standards to create a curriculum to ensure each student is given an equal opportunity to learn.  Specific guidelines have been developed as to what scores are needed to pass.  This ensures a consistent grading practice throughout the district.  The guidelines are included in The Russell County Public School System’s Policy Manual which is sent home to parents at the beginning of each school year.  The manual can also be assessed on the Russell County Public School System’s website. 
 
            The faculty and staff at Honaker Elementary School collect data to monitor and evaluate student learning in various ways.  Teachers monitor students daily to determine the level of student participation during class.  Teacher-made tests are used to evaluate comprehension of facts that are being taught.  Hands-on activities and special projects are useful to evaluate how students apply the skills they have learned.  Since the curriculum at Honaker Elementary School is aligned with the Virginia SOLs, tests are given to evaluate the essential knowledge required by the state.  Students are given a pretest to establish a base point, a mid-term test to monitor progress, and a posttest to evaluate learning.  Teachers are then able to determine areas of weaknesses and reteach these areas before the state test is given.  State SOL release tests are also useful to evaluate learning of essential knowledge before tests are taken.
 
            The faculty is able to disaggregate SOL specific data throughout the year by using a computer program (Interactive Achievement) purchased by the Russell County Public School System.  After the students take a test which focus on one or more SOLS, the teacher is able to view the results.  The test results can be analyzed by class, student, race, gender, free lunch, reduced lunch, or learning disability.  The teacher is then able to adjust teaching methods to reach those students who are having problems.
 
            Honaker Elementary School faculty communicates assessment results to all stakeholders in a timely manner.  The faculty corrects and returns teacher-made assessments promptly.  Students are often required to have these assessment signed by parents to ensure that parents have seen them.  Grade reports are sent home every three weeks.  Teachers average grades and send a mid-six week report to inform parents of current grades.  Report cards are sent home every six weeks.  If students are not performing up to expectations, teachers send letters, make phone calls, and/or request a conference with the parents.  Parents may request a conference at any time.  To help keep parents informed as to student progress, SOL evaluation cards are sent home twice a year (after the first semester and at the end of the year).  Each student also receives a copy of SOL tests results on tests they have completed.  The state report card for Honaker Elementary School can be found on the school’s website.
 
            After assessments have been given and evaluated, the results are used to
Improve the goals for learning at Honaker Elementary School.  Our faculty and staff strive to encourage students.  Our main goal is to “make a difference” in the lives of our students.

STANDARD 5:  RESOURCES and Support Systems
 
           
The school has sufficient human, financial, physical, and material resources to support its vision, mission, and goals.
 
           
Honaker Elementary School provides and assigns staff that is sufficient to meet the vision, mission, and goals of the school.  With a current enrollment of 654, staff numbers fall well within recommended guidelines.  Administration and staff at Honaker Elementary include a full-time principal, assistant principal, guidance counselor, and library specialist.  Additional support staff for administration, library media, and technology is employed to insure that the vision, mission, and goals of the school are met.
 
            Honaker Elementary requires all professional personnel to earn at least six semester hours of credit or the equivalent during each five years of employment.  In accordance with the Virginia Department of Education requirements for certification or licensure, six semester hours of credit, or the equivalent, are mandated to be completed during each five years of employment for professional license renewal.  Honaker Elementary also implements a system of employee evaluation that protects the privacy of the individual and uses the results to improve performance.  Teacher and staff evaluations are conducted every three years, at which time clear goals and objectives must be identified.  The achievement of those goals and objectives is determined through a series of interviews and observations conducted throughout the year.
 
            Honaker Elementary maintains class sizes that are consistent with state or federal guidelines and that support the learning process.  The school has a ratio of pupils in average daily membership to full-time teaching positions no greater that twenty-four to one in kindergarten, twenty-four to one in grades one, two, and three, and twenty-five to one in grades four through seven.  In addition, a full-time teacher’s aide is assigned to any kindergarten class where the average daily membership exceeds twenty-four pupils.
 
            Honaker Elementary monitors all financial transactions and controls all funds raised in the name of the school through a recognized, regularly audited accounting system.  With the use of EPES Software developed by Educational Programs & Software, Inc., audit sheets are completed on a monthly basis.  A full audit is conducted yearly to assure concurrence with state and federal regulations.
 
            Honaker Elementary complies with applicable local, state, and federal laws, standards, and regulations.  Faculty and staff maintain the site, facilities, and equipment to provide an environment that is healthy and safe for all occupants.  Facilities and equipment are in accordance with regulations set forth by the Occupational Safety and Health Administration.  All employees have received training in the handling of hazardous materials.  Fire evacuation and weather-related drills are conducted on a regular basis to ensure the safety of all occupants of the building.
 
            Honaker Elementary operates a library media center that provides a balanced collection of books.  The 10,691 books currently in circulation, 18 per student, ensures that all students and staff members have regular and ready access to materials.  Use of the Circulation Plus/Software Plus system by Follett Software Company allows media staff to ensure maximum benefit of available resources for all students and staff.
 
            Honaker Elementary, in accordance with the policy of the Russell County Public School System, possesses and communicates a policy on use of the Internet.  Parental permission is required before use of the Internet by any student.  Signed forms are kept on file for all students.  Students themselves must sign in acknowledgement and acceptance of Internet use guidelines before being allowed access.
           

Honaker Elementary School provides students guidance services that include but not limited to counseling, individual, small group and classroom activities.  Appraisal which would include gifted testing, Pre-K assessments, SOL assessments, and classroom observations.  In addition, Staff consultations are used to include dealing with students who may be exhibiting academic difficulties or working with students with challenging behaviors.  Educational and career planning are touched on when presenting Character Counts and Life Skills training to encourage students to establish good character and train them how to handle situations.

 
            Each student attending Honaker Elementary is informed and encouraged by faculty and staff to seek adult assistance when problems arise.  Adult assistance would include any faculty or staff member, cooks, janitors, bus drivers, principal, assistant principal, and school resource officer.  Students are also encouraged to talk to their parents and/or guardians to help solve problems.
 
            Health in grades Pre-K – 3 is covered in the regular classroom, in the 4th grade the P.E. teacher has health one day a week.  In grades 5 – 7 health and life skills are covered by the counselors.  Of course all students go over bus drills and participate in bus evacuation drills twice a year.
 
            Support for students with special needs is not only addressed by the counselor, but by all members of the faculty and staff.  Children with special needs are included in all normal school day activities.  If needed these students have interpreters, aides, and personnel from outside agencies to provide for their educational and personal needs.
 
            If any student needs professional help outside the school every effort is made to secure that help or at least direct the student and their family to agencies that may be of assistance.  This is not only done at the school level but at the district level if needed.
 
            Records are maintained in the counselor’s office.  Every effort is made to keep this information secure and confidential.  Also records are maintained to the regulations set up by the federal government.
 
            The counseling department is available to assist parents and teachers to understand and make modifications to enhance the educational experience of the students.  Students grow and develop at different rates therefore; information may be obtained and distributed to parents and teachers who need help understanding development of certain individuals.

Standard 6:  Stakeholder Communications and Relationships
 
          The school fosters effective communications and relationships with and among its stakeholders.
 
         
Honaker Elementary School fosters partnerships through collaboration with community stakeholders to support student learning.  Numerous businesses and community members have signed on with the 21st Century Grant.  This grant supports our school’s Summer School and After School programs.  Through these programs, students receive enrichment in art, drama, music, physical education, and academics.  Tutoring services are offered to help students meet academic goals.  The 21st Century Grant provides an avenue for children to excel.  Many Honaker Elementary School teachers have written and received mini-grants from local businesses.  These mini-grants have provided enhanced teaching and learning experiences in the classroom.  Various community service organizations have contributed their expertise in the areas of dental screening, health services, and safety.  Not only do organizations like the Russell County Health Department, Honaker Volunteer Fire Department, and the Honaker Community  Library donate their time and resources, other community businesses offer monetary support, such as New Peoples Bank, BB&T, Wallace Furniture, New Garden Pharmacy, E Dillon, David’s Grocery, McFaddin & Associates, Whited Insurance, and Patrick’s Wholesale.
 
            Honaker Elementary School ensures clear and effective communications among and between all stakeholders.  The Honaker Elementary website is available and updated regularly for all parents, teachers, administrative personnel, and community stakeholders to obtain the latest information about our school.  The assistant principal continuously communicates student attendance and discipline concerns to parents.  Teachers keep parents informed about activities in the classroom through parent letters.  The school provides breakfast and lunch menus as well as a calendar of upcoming events.
 
            Honaker Elementary School solicits the knowledge and skills of parents to enhance the work of the school.  The parent volunteer program provides opportunities for parents to be involved in school activities.  Parents are encouraged to help with extra curricular activities, special functions, art projects, and supervision on reward days.  The most invaluable service parents provide is assisting children with homework.
 
            Honaker Elementary School monitors school climate and takes appropriate steps to ensure that it is conducive to student learning.  The Russell County Public School System and Honaker Elementary School communicate with stakeholders through student handbooks, teacher handbooks, and district conduct codes.  Each grade level has developed an age-appropriate discipline plan with consequences for inappropriate behavior while focusing on rewards for positive behavior.  Academic, discipline, and attendance incentives have been implemented.  In-school suspension is used to deter inappropriate behavior.
 
            Honaker Elementary School communicates to all stakeholders the expectations for student learning and the results of school improvement efforts.  All students at Honaker Elementary are expected to achieve to the best of their ability.  Parents are informed of student progress through letters, mid-six weeks reports, report cards, Open House, parent-teacher conferences, and SOL test results.  Honaker Elementary School, in partnership with home and community, strives to prepare each student to be a successful, educated, responsible, contributing member of a changing society.  We believe “Together We Can Make a Difference.”
            The school helps students develop civic, social, and personal responsibility.
           
Honaker Elementary/Middle School maintains a safe and orderly environment that promotes honesty, integrity, trustworthiness, responsibility, self-discipline, and respect through the use of the Character Counts program.  The six pillars of the Character Counts program have been painted onto a wall on one of the main halls.  A different characteristic is highlighted each six weeks using posters and displays.  On the last Thursday of each six weeks, students are encouraged to wear a colored shirt keyed to that six weeks’ characteristic.  Each morning, a rotating group of students recites the Pledge of Allegiance and the Character Counts pledge during morning announcements.  The guidance counselor uses the Character Counts program as a basis for her guidance program in grades PreK-3.
 
            Honaker Elementary/Middle School communicates guidelines for conduct to students, parents, and teachers with the Parent/Student Handbook and the Teacher Handbook.  The school discipline policies for K-3 and 4-7 are clearly stated in both handbooks.  The rules, and the consequences for breaking those rules, are listed.  The Parent/Student handbooks are sent home at the beginning of each school year.  The parent/guardian and student are required to sign that they have received the handbook.  The teachers receive their copies of the Teacher Handbook at the preschool faculty meeting.
 
            The monitoring of student attendance and conduct is achieved through the use of the SASI computer program.  Teachers log their attendance in daily.  The assistant principal makes daily contact with the parent/guardian of any absent student.  On Friday or Monday, a weekly report is printed off; a form letter is sent home for any student with three or more absences that week.  Any student with five early checkouts/ tardies has a letter sent home.  When a student has reached six unexcused absences, parents are called in for a conference.
 
            Discipline is also monitored by the SASI program.  Each incident is logged into the discipline section of SASI.  A Behavior Incident Report is typed, and a copy is saved.  A monthly discipline report is sent to the Central Office.

Standard 7:   Continuous Process of School Improvement

 

The school establishes, implements, and monitors a continuous

process of improvement that focuses on student performance.

 

          Honaker Elementary employs an active School Improvement Planning

team consisting of administration and a lead teacher from each grade level. This

team meets regularly to access the process of improvement. Also, there is a committee

which includes parent and community involvement.

    

                  Stakeholders are involved in the development of the school improvement through

surveys, Open House, volunteers, Twenty- First Century Learning Grants, and Even

Start.

    

                  The vision and purpose of school improvement is kept before the staff and

faculty by focusing on student learning. Data is disaggregated by the faculty and staff

at school level and grade/ subject area; and strengths and weaknesses are identified

for individual students. This data is collected from SOLs, tests, Interactive Achievement, and teacher

prepared tests. Remediation is provided in designated weak areas.

     

                  Administration has given the faculty areas of strengths and weaknesses with

strategies to help attain the goals set by the county, state, and federal guidelines.

plan include all areas of technological training, whiteboard, useful websites, training

in administering Interactive Achievement and implementation of these scores, Health Department

training on the treatment of allergies and diabetes, electronic grade book, chemical safety

training, and training concerning sexual harassment and child abuse.

    

                  At the end of each school year the School Improvement Planning Team meets

to evaluate Honaker Elementary School’s progress in meeting school improvement

goals. SOL scores AYP, and other criteria are used in this evaluation. All seven

standards are addressed and evaluated for strengths and weaknesses. Goals are

then set for the following year.

    

                  The school’s report card is sent home, is published in the local newspaper and

 is on the school’s web page for the community stakeholders to review.

 

            The curriculum in the Russell County Public School System provides a balance

of educational experiences for all students from classroom instruction, individualized

assistance, Field trips, planned activities and Academic Competitions, Business

and Career Education Fairs, Industrial/Business Competitions and Forensics. 

The curriculum offers rich curricula, a variety of educational experiences, and

opportunities to become productive, life long learners and active participants

in a world-wide community.
