When students return to class they will have plenty of the usual items, such as notebooks, pencils and binders. One thing that will not be welcome is their cell phone.
Russell County Public Schools officially adopted the state’s “bell-to-bell” cell phone-free policy during the school board’s July meeting.
“Effective January 1, 2025, Virginia has enacted a ‘bell-to-bell’ cell phone-free policy,” Superintendent Dr. Kim Hooker stated. “This law, signed by Governor Youngkin, requires that students keep their phones off and stored away from the moment the first bell rings until the final bell of the school day—including lunch and hallways.”
According to the policy, elementary school students may bring their phones only if needed. The phones must be turned off and kept out of sight in bags throughout the school day.
Middle school students must keep their phones off and out of reach during school hours.
Students in high school may use their phones before school begins and after dismissal, but not during instructional time, lunch or hallway transitions.
“Parents who need to contact their child during the school day due to an emergency, may contact the school office for assistance,” Hooker said.
“We appreciate your cooperation and support as we implement this change together,” she added. “Our priority is to make this transition smooth, positive, and beneficial for every student. If you have any questions or concerns, please reach out to your child’s school, or contact my office directly."
